317.615 Hektar Hutan Lindung Lampung Dilirik Perdagangan Karbon

BANDAR LAMPUNG, SELASA - Hutan lindung di wilayah Lampung seluas 317.615 hektar saat ini dilirik negara-negara maju untuk diikutkan dalam perdagangan karbon. Saat ini Pemerintah Provinsi Lampung tengah mengkaji prosedur dan kontrak perdagangan karbon yang ditawarkan.

Asisten II Gubernur Lampung Bidang Ekonomi, Keuangan, dan Pembangunan (Ekubang), Djunaedi Jaya, Selasa (28/10) pada acara ekspose kerjasama perdagangan karbon internasional di Gedung Gubernur Lampung mengatakan, kerjasama perdagangan karbon tersebut akan menguntungkan Lampung. Selama ini, diketahui hutan lindung di Lampung sudah banyak yang rusak.

"Kerusakan terjadi karena faktor ekonomi, masyarakat masuk hutan dan merambah. Selain itu hutan rusak juga akibat penebangan liar. Sementara kita tidak memiliki dana cukup untuk menjaga dan memelihara hutan," ujar Djunaedi Jaya.

Berdasarkan ekspose, satu ton karbon dihargai sekitar 1013 dollar Amerika Serikat (AS). Harga tersebut diperkirakan akan terus meningkat menjadi 100 dollar AS per ton pada 2012.
Menurut Djunaedi, tawaran tersebut cukup menarik. Apabila Lampung dengan luasan hutan lindung 317.615 hektar yang terletak di lima kabupaten mampu menjaga kelestarian hutan, Lampung bisa mendapat kompensasi sekitar 80 persen dari perdagangan karbon.
"Pemprov Lampung akan mempelajari rancangan kerjasama perdagangan karbon tersebut. Kami akan segera memaparkan tawaran ini kepada bapak gubernur untuk ditindaklanjuti," ujar Djunaedi.

Erlyn Rommel, mitra lokal Carbon Strategic Global Ltd (CSG) atai IBN Group yang berkedudukan di Australia pada ekspose tersebut mengatakan, dana kompensasi tersebut harus bisa dimanfaatkan untuk menjaga kelestarian hutan. Sesuai mekanisme perdagangan, CSG akan melihat potensi hutan lindung Lampung dan kemampuan produksi karbon.

Kemampuan produksi akan dikalikan dengan harga per ton karbon. Hasilnya akan dibagi antara Pemprov Lampung, kabupaten pemilik hutan, serta CSG. Apabila dalam masa kontrak terjadi kerusakan hutan yang cukup parah, kontrak akan langsung dihentikan.

Untuk bisa menjaga hutan, CSG akan memfasilitasi Pemprov Lampung dalam hal penjagaan dan pengawasan hutan. CSG akan merekrut polisi hutan dan membayar dengan bayaran tinggi untuk membantu menjaga hutan dari pen ebangan liar atau aksi perusakan. CSG juga akan memberikan pendidikan mengenai kehutanan kepada masyarakat sekitar hutan lindung.
Menurut Erlyn, perdagangan karbon tersebut menarik. Perdagangan karbon merupakan kompensasi dari negara-negara industri maju untuk membayar kerusakan lingkungan yang sudah mereka buat. Asap karbon dioksida yang dihasilkan pabrik-pabrik di Eropa dan AS sudah merusak lapisan ozon.

Salah satu cara untuk memperbaiki kerusakan ozon adalah dengan mempertahankan produksi karbon dari hutan-hutan di Indonesia, Asia Pasific, Amerika Selatan, ataupun Papua New Guinea. Kompensasi diambilkan dari pembayaran negara-negara maju tersebut atas kerusakan lingkungan yang dibuat.

CSG berupaya memfasilitasi daerah-daerah di Indonesia yang memiliki hutan untuk mendapatkan kompensasi atas karbon yang dihasilkan, sekaligus untuk menjaga dan memelihara hutan lindung.

Astra Agro Raup Untung Rp 2,13 Triliun

TEMPO Interaktif, JakartaLaba Bersih Astra Agro Lestari Tbk Rp : Perusahaan perkebunan PT Astra Agro Lestari Tbk hari ini melaporkan sampai kuartal ketiga 2008 berhasil membukukan laba bersih sebesar Rp 2,13 triliun. Pencapaian ini meningkat 65,6 persen dibandingkan periode yang sama tahun 2007 sebesar Rp 1,29 triliun.

Dari laporan keuangan konsolidasi Astra Agro yang tidak diaudit sampai akhir September 2008, disebutkan penjualan bersih konsolidasi Astra Agro tercatat sebesar Rp 6,7 triliun, atau tumbuh 62,6 persen dibanding periode yang sama tahun 2007 sebesar Rp 4,12 triliun.

Widya Wiryawan, Presiden Direktur Astra Agro mengatakan, tingginya harga minyak sawit serta produk turunannya hingga kuartal ketiga telah mendorong pertumbuhan penghasilan perseroan. Harga rata-rata minyak sawit perseroan sampai kuartal ketiga Rp 7.995 per kilogram, atau naik 40,9 persen dibanding periode yang sama 2007 sebesar Rp 5.673 per kilogram.

Selain itu, pertumbuhan penghasilan juga dipicu naiknya volume penjualan minyak sawit perseroan seiring dengan peningkatan produksi minyak sawit. Penjualan minyak memberikan kontribusi penjualan terbesar yaitu 84,3 persen, sedangkan sisanya disumbangkan dari penjualan produk turunan minyak sawit dan lain-lain.

Seiring krisis keuangan global serta melemahnya permintaan pasar minyak sawit, memasuki kuartal keempat 2008 ini harga minyak sawit merosot. “Kondisi ini tentu saja mempengaruhi usaha perkebunan kelapa sawit,” kata Widya.

Produsen Biodisel Diminta Tingkatkan Produksi

JAKARTA--MI: Pemerintah meminta produsen biodiesel segera meningkatkan kapasitas produksinya dengan menyerap sebanyak-banyaknya kelapa sawit yang kini sedang melimpah. Dirjen Migas Departemen ESDM Evita Legowo di Jakarta, Selasa (28/10) mengatakan penurunan harga kelapa sawit belakangan ini membuat harga biodiesel akan semakin kompetitif. "Pengusaha harus menangkap peluang ini," katanya.

Apalagi, lanjutnya, PT Pertamina (Persero) sudah berkomitmen menyerap secara maksimal produk biodiesel. Harga tandan buah segar (TBS) kelapa sawit terus mengalami penurunan dari sebelumnya Rp3.000 per kg menjadi hanya Rp200-300 per kg.

Pada 26 September 2008, kata Evita, pemerintah telah mengeluarkan aturan Peraturan Menteri ESDM No 32 Tahun 2008 yang yang mewajibkan pemanfaatan bahan bakar nabati (BBN). Menurut dia, besaran mandatory yang ditetapkan merupakan angka minimal, sehingga akan semakin mendorong pemanfaatan BBN.

Asosiasi Produsen Biofuel Indonesia (Aprobi) memperkirakan produksi biodiesel tahun 2009 akan mencapai 2.521.000 ton dengan pemakaian domestik 1.121.000 ton. Produksi biodiesel itu dihasilkan sebelas perusahaan yakni PT Asian Agri Tbk, PT Energi Alternatif Indonesia, PT Eterindo Wahanatama Tbk, PT Darmex Biofuel, Ganesha Energy Group, PT Indo Biofuels Energy, PT Multikimia Intipelangi, Musim Mas Group, Pertama Hijau Group, PT Sumi Asih, dan Wilmar Group. Govt announces steps to overcome financial crisis

Jakarta, (ANTARA News) - The government will buy back state debentures (SUN) and cut down crude palm oil (CPO) export tax to zero percent in an effort to face financial crisis, Finance Minister Sri Mulyani said Tuesday night.

The minister said the decision to buy back the SUN and cut the export tax of CPO were among the ten point-policy taken by the government in the face of the present economic condition. The ten-point decision was decided in a limited cabinet meeting at the Presidential office Tuesday night, which was chaired by President Susilo Bambang Yudhoyono.

The meeting was also attended by Vice President Yusuf Kalla, cabinet ministers and Bank Indonesia (BI) Governor Boediono.Finance Minister Sri Mulyani told the press that the SUN buy-back would be carried out in an effort to stabilize market conditions and to maintain market players` confidence.

"The buy-back of the SUN will be carried out in stages," the minister said. The government also is taking a step to maintain the continuation of the balance of payment and the availability of foreign exchange reserves.

She said the government will accelerate infrastructure development, provide an export rediscount facility and secure market for Indonesia`s crude palm oil (CPO) exports. Beginning November 1, 2008, the government cut its CPO export tax from 2.5 percent to zero percent.

In an effort to prevent the entry into Indonesia of illegal imports, the government will issue a regulation which will limit the import of certain goods which will also be enforced beginning November 1, 2008.

The government will also issue a home affairs minister`s regulation on the establishment of an integrated task force to charged with the task of supervising goods in circulation.All policies taken by the government are intended to cope with market turbulence and to protect three pillars that the government has to safeguard, namely the balance of payment, BI credibility and the credibility of the state budget.(*)

Riau reports oil palm fruit price drop to VP

Pekanbaru (ANTARA News) - The Riau provincial government planned to report to Vice President Jusuf Kalla the drop in the price of the oil palm fruits of the oil palm fruit growers in Riau. "We would report the fate of the oil palm growers in the region to the vice president," Riau Governor Wan Abubakar said here Tuesday.

The Governor also said that the reporting to the vice president was his own initiative.However, he said he will pick the right time for the vice president to receive the report, not when he is still too preoccupied.

The Governor said that the Riau Government is expected the vice president to give a solution to the declining oil palm fruit prices in Riau, which may have been caused by a drop in demands from the export market due to the current financial crisis.

Besides reporting to the VP, the Riau Government set up an oil palm price supervisory team. Meanwhile based on the result of the meeting at the Riau Provincial agricultural agency in Pekanbaru, Tuesday, the price of oil palm fruits of 10-year old trees dropped to Rp766.88 per kilogram (kg) from Rp823.33. Meanwhile the price of oil palm fruits from three years trees reached Rp546.74 per kg.

Palm oil crisis can even tie to Halloween candy

Do the pros of using palm oil outweigh the cons?

COLORADO SPRING, COLO. -- Health concerns with trans-fatty acids found in partially hydrogenated oil has led the push for palm oil as a substitute. But its increased use is causing a domino effect, creating new problems.

Trees are cleared to create oil plantations. As oil plantations expand in South America, Southeast Asia, the Pacific and Africa, environmentalists say they are transforming the ecosystems and contributing heavily to climate change.

While deforestation accounts for a quarter of global greenhouse gas emissions, it also threatens the extinction of millions of plant and animal species, including the orangutans.

"The rainforest is crucial. They need it to be able to find food and shelter," explained Dina Bredahl, Animal Care Manager at the Cheyenne Mountain Zoo.

In many areas, especially Indonesia, the rainforest is being leveled to make way for profitable palm oil plantations.

"Right now Indonesia is third highest as far as producing greenhouse gases in the world, yet they use so little as far as automobiles and other things like that. The problem is because of removing rain forests," said Bredahl.

Demand for palm oil is so high right now as people look for alternatives to trans-fat plus it can be cheaply produced, said Bredahl.

But many consumers aren't even aware any controversy exists surrounding palm oil farming.
"What you buy at the grocery store really does affect not just people in other countries, but animals as well and entire ecosystems," said Bredahl.

It's a bit of a balancing act weighing the pros against the cons of palm oil. In the meantime, Cheyenne Mountain Zoo encourages consumers to support companies that use sustainable palm oil vs. nonsustainable.

"Sustainable palm oil is produced by using already cleared land. That way you're not taking more rainforest away from orangutan and many hundreds of other species," explained Bredahl.

JAKARTA, Oct 28 (Reuters) - PT Astra Agro Lestari (AALI.JK: Quote, Profile, Research, Stock Buzz), Indonesia's largest listed plantation firm, reported on Tuesday a 66 percent rise in nine-month net profit on the back of strong output and higher CPO prices.

Astra Agro, owned by Indonesia's largest automotive distributor, PT Astra International Tbk (ASII.JK: Quote, Profile, Research, Stock Buzz), reported a net profit of 2.13 trillion rupiah ($195.4 million) in January-September, compared to 1.29 trillion rupiah a year ago.

Sales rose 62.6 percent to 6.70 trillion rupiah, largely due to higher palm oil sales volumes.
"High CPO prices and its derivative products until the third quarter boosted the firm's revenue growth," Astra Agro's president director, Widya Wiryawan, said in a statement, adding that average CPO prices until September 2008 were 41 percent higher than the year-ago period.
"The firm's revenue growth was also contributed by higher CPO sales volume, which is in line with an increase in production," he said, adding lower CPO prices in the fourth quarter "would definitely affect palm oil plantations and farmers".

The company, which has a market capitalisation of $803 million, had said its crude palm oil sales volume climbed 14.6 percent to 735,497 tonnes in the January-September period.

Sales from crude palm oil contributed to around 84 percent of the company's total sales in the first nine month period of 2008.

Astra Agro, which accounts for about 5 percent of Indonesia's total crude palm oil production, benefited from soaring palm oil prices earlier this year.

But palm oil prices have fallen over 60 percent from an all time high of 4,486 ringgit a tonne hit in March.

Indonesia has overtaken Malaysia as the world's top palm oil producer. It is expected to produce 18.4 million tonnes of CPO this year, up around 7.5 percent from 2007.

The company is aiming to boost its output by 7.5 percent to 990,000 tonnes in 2008, on the back of better productivity and a larger plantation area. It is in the process of expanding its plantation area by 60,000-70,000 hectares by 2009.
